The Irrigation Development Ladder is a concept I developed in 2003 for the US Department of Agriculture Ministerial Conference in Sacramento, California.  The conference was a gathering of agricultural leaders from around the world.  The Development Ladder concept is specifically intended to help guide policy makers on appropriate agricultural irrigation methods for various types of farming operations.
